The general aim of the Clustering Support Program is to accelerate the transformation of Turkish industry into a structure that increases its competitiveness and efficiency, takes a larger share of world exports, predominantly produces high-technology products, has a qualified workforce, and is sensitive to the environment and society, by supporting clustering initiatives that have a certain competitiveness and sustainability potential, are of national importance, and operate mainly in the manufacturing industry.

There is no upper limit for support in determining the support amount. The non-refundable support rate provided by the Ministry cannot exceed 70% of the total budget of each completed business plan. The support rate can be differentiated according to priority areas determined by the Ministry, provided it does not exceed 70%.

If machinery and equipment certified with a domestic product certificate according to the Domestic Product Communiqué (SGM 2014/35) published in the Official Gazette dated 13/9/2014 and numbered 29118 are purchased by the clustering initiative within the scope of the business plan implementation, an additional 15% is added to the support rate for this expenditure.

The support rate, amount, and periods are determined in accordance with the appropriation allocated for this purpose in the relevant budget laws and the detailed expenditure program made during the year.

The support period for a clustering initiative is five years. However, this period may be extended by the Ministry for up to two years from the elimination of force majeure reasons or if the administrative and/or technical justifications of the clustering initiative are deemed appropriate, provided that the support amount is not changed. The support period cannot exceed seven years.
