The board of directors, which is the decision-making body of the Agency, is chaired by the Governor of Konya and consists of the Mayor of Konya Metropolitan Municipality, the President of Konya Chamber of Industry, the President of Konya Chamber of Commerce, the Secretary General of Mevlana Development Agency, and three representatives to be elected by the Development Board from the private sector or non-governmental organizations.

Born in 1979 in Doğanhisar district of Konya. After completing his primary education in Samsun, Amasya, and Konya provinces, he started his high school education at Ankara Science High School in 1994. He graduated from Middle East Technical University, Department of Civil Engineering in 2001. In the same year, he started working as a research assistant at Selçuk University. He completed his master's degree between 2001-2004 at Selçuk University, Department of Civil Engineering. Within the scope of his Master's studies, he was a visiting researcher at Purdue University in Indiana, USA. He completed his doctoral studies in agricultural structures and irrigation in 2023.
In 2004, he started working as a Technical Assistance Assistant Specialist at the Turkish Cooperation and Coordination Agency (TİKA) under the Prime Ministry. In 2008, he earned the title of Technical Assistance (TİKA) Specialist with his specialization thesis on “The Role of Non-Governmental Organizations in Development Aid.”
In 2010, he was appointed to the TİKA Kabul Program Coordinatorship. Within the scope of this duty, he was involved in the implementation of projects in Afghanistan through TİKA, the general coordination of official development aid provided by Turkey to Afghanistan, and ensuring communication and coordination with the central government, Foreign Missions resident in Afghanistan, International Organizations, and NGOs.
On 20.09.2012, he was appointed as the Deputy Head of the Konya Plain Project (KOP) Regional Development Administration. He was permanently appointed to the Presidency, which he had been carrying out by proxy since 10.02.2015, on 10.08.2015. During this period, he took part in many planning processes related to the region, especially the preparation of the KOP Action Plan. He played a role in both the design and implementation of support programs carried out in different fields in the region, such as improving agricultural infrastructure, rural development, social development, dissemination of reading culture, resource efficiency, and development of entrepreneurship and innovation ecosystem.
Appointed to the position of Secretary General of Mevlana Development Agency on 20.04.2020, Bostancı is fluent in English and has an intermediate level of Persian. Bostancı is married and a father of two children.
