Mevlana Development Agency Cleaning Staff and Driver Service Procurement will be carried out through an Open Tender Procedure.

4- Conditions for participation in the tender and required documents and criteria to be applied in the qualification evaluation:
4.1- Conditions for participation in the tender and required documents:
4.1.1-Only domestic bidders can participate in the tender.
4.1.2- To have legal residence, to show an address for notification in Turkey.
4.1.3- Trade and/or industry chamber or tradesmen and craftsmen chamber document where registered according to legislation.
4.1.3.1- In case of a real person, a document showing registration with the tradesmen and craftsmen chamber, obtained in the year of the tender date.
4.1.3.2- In case of a legal entity, the company's incorporation trade registry gazette, the latest trade registry gazette showing its current status, and a document showing the legal entity's registration with the chamber, obtained in the year of the tender date, from the trade and/or industry chamber where it is registered according to the relevant legislation.
4.1.4- Signature statement or signature circular showing authorization to submit a bid.
4.1.4.1- In case of a real person, a notarized signature statement,
4.1.4.2- In case of a legal entity, depending on the case, the Trade Registry Gazette showing the partners, members or founders of the legal entity and the officials in the management of the legal entity, if all of this information is not found in a single Trade Registry Gazette, the relevant Trade Registry Gazettes or documents showing these issues and the notarized signature circular of the legal entity.
4.1.5- Bidder's balance sheet and income statement for the last period (2012) approved by the tax office or Certified Public Accountant.
4.1.6- Information and documents showing the bidder's experience in tender subject works carried out within the last five years, relating to a single contract of at least 50% of the bid amount given to the Agency for the tender subject work. (e.g., Work Completion Certificate)
4.1.7- In a business partnership, the pilot partner must provide at least 70% of the required work experience amount, and each of the other partners must provide at least 10% of the required work experience amount. However, the total work experience amount of the other partner or partners cannot be less than 30% of the required work experience amount.

4.1.9- The receipt showing that the 150 TL required to obtain the tender documents has been deposited into the bank. 
4.1.10- In a business partnership, each of the business partners must submit the documents in (4.1.3), (4.1.4), (4.1.5), (4.1.7), (4.1.8, undertaking that there is no prohibition and business partnership declaration).
4.1.11- In case of participation in the tender by proxy, a notarized power of attorney issued on behalf of the proxy for participation in the tender and the proxy's notarized signature statement.
4.1.12- In transferred works, it is mandatory to submit documents showing experience related to the tender subject work completed within the last five years prior to the announcement or invitation date, provided that at least 80% of the initial contract amount has been realized in the period before or after the transfer.
5- The economically most advantageous bid will be determined based on the lowest price.
6- Tender documents can be viewed at T.C. Mevlana Development Agency General Secretariat, Medrese Mah. Ulaşbaba Cad. No.28 Selçuklu / KONYA and on the Agency's website (www.mevka.org.tr). It is mandatory to purchase the tender documents to participate in the tender.
For this, the tender document fee of 150 TL must be deposited into the Agency's account at T.C. Ziraat Bankası Konya Branch with IBAN number TR59 0001 0001 6851 3651 7250 01 and the receipt must be delivered to our Agency.
7- Bids can be submitted by hand to T.C. Mevlana Development Agency General Secretariat, Medrese Mah. Ulaşbaba Cad. No.28 Selçuklu / KONYA (place where the tender will be held) until the bid opening day and time (tender day and time) 09/12/2013, 11:00, or can be sent by registered mail. The Agency is not responsible for any delays in mail.
8- Bidders will provide a provisional guarantee of at least 3% of the bid amount they determine. Cash guarantees other than guarantee letters will be deposited into the Mevlana Development Agency's account at Ziraat Bankası Konya Branch with IBAN number TR59 0001 0001 6851 3651 7250 01.
9- Bidders will submit their bids on a unit price basis. As a result of the tender, a unit price contract will be signed with the bidder to whom the tender is awarded, based on the total amount obtained by multiplying the quantity of each work item by the unit prices offered for the work items.
10- The validity period of the submitted bids must be at least 60 (sixty) calendar days from the tender date.
11- Bids cannot be submitted as a consortium.
12- T.C. Mevlana Development Agency is not subject to the provisions of State Tender Law No. 2886 and Public Procurement Law No. 4734, and is free to tender or not to tender goods and services procurement and construction works, to tender partially, or to give partially or completely to whomever it wishes. Bidders cannot claim any rights from the Agency due to the complete or partial cancellation of the tender.
