4. Conditions for participation in the tender and required documents, and criteria to be applied in qualification evaluation:
4.1. Conditions for participation in the tender and required documents:
Bidders must submit the following documents as part of their bids to participate in the tender:
a) Address declaration for notification and also phone and fax numbers, if any, and email address for contact,
b) Document obtained from the Chamber of Commerce and/or Industry or Professional Chamber where it is registered according to its legislation;
1) In case of a real person, a document showing that they are registered with the Chamber of Commerce and/or Industry or the relevant Professional Chamber, obtained in the year of the first announcement/invitation date or the last application date, as appropriate,
2) In case of a legal entity, a document showing that the legal entity is registered with the Chamber of Commerce and/or Industry where it is registered according to its legislation, obtained in the year of the first announcement/invitation date or the last application date,
 
 
 
c) Signature declaration or signature circular showing that they are authorized to bid;
1) In case of a real person, a notarized signature declaration,
2) In case of a legal entity, the Trade Registry Gazette showing the latest status of the partners, members or founders of the legal entity and the officials in the management of the legal entity, or documents evidencing these matters, and the notarized signature circular of the person authorized to represent the legal entity, as appropriate,
d) In case of participation in the tender by proxy, a notarized power of attorney for participation in the tender and a notarized signature declaration of the person participating on behalf of the bidder,
e) Document showing that the tender document has been purchased,
f) Document/information required in accordance with the relevant legislation for maintaining professional activity related to the subject of the tender
g) Joint venture declaration if the bidder is a joint venture,
h) In a joint venture, each of the joint venture partners must submit the said documents. If the bidder is a joint venture, it is mandatory for each partner to provide the documents specified in clauses (b), (c), and (d), (f) separately.
ı) Unit price bid letter and attached unit price bid schedule, whose form and content are determined in the Administrative Specifications.
i) If the document submitted by a legal entity to show work experience belongs to a partner holding more than half of the legal entity’s shares, a document in accordance with the standard form, issued by the trade registry offices within the chamber of commerce and industry/chamber of commerce or by a certified public accountant or independent accountant and financial advisor after the first announcement date and showing that this condition has been continuously maintained for the last one year backward from the date of issue,
4.2. Documents related to economic and financial adequacy and the criteria these documents must meet:
No criteria regarding economic and financial adequacy have been specified by the Administration.
4.3. Documents related to professional and technical adequacy and the criteria these documents must meet:
a) Work experience documents:
Work experience documents related to the subject of the tender or similar works, completed within the last five years under a contract containing a price and not less than 50% of the offered price,
All types of service procurement based on personnel employment will be considered as similar work.
5.The entire or a part of the subject of the tender cannot be subcontracted.
 
 
6. The most economically advantageous bid will be determined based on the lowest price.
7. The tender document can be viewed at T.C. Mevlana Development Agency General Secretariat, Medrese Mah. Ulaşbaba Cad. No: 28 Selçuklu / Konya  and on the Agency's internet site (www.mevka.org.tr). It is mandatory to purchase the tender document to participate in the tender.
For this, the tender document fee of 150 TL must be deposited into the Agency's account with T.C. Ziraat Bank Konya Branch TR59 0001 0001 6851 3651 7250 01 IBAN number, and the receipt must be delivered to our Agency.
8. Bids can be submitted by hand to T.C. Mevlana Development Agency General Secretariat, Medrese Mah. Ulaşbaba Cad. No: 28 Selçuklu / Konya  (the place where the tender will be held) until 14:00 on 16/12/2011, the day and time of bid opening (tender day and time), or sent by registered mail with return receipt. The Agency is not responsible for delays in mail.
9. Bidders will submit their bids based on unit prices. As a result of the tender, a unit price service procurement contract will be signed with the bidder to whom the tender is awarded. In this tender, bids will be submitted for the entire work.    
10. The validity period of the submitted bids must be at least 60 (sixty) calendar days from the tender date.
11. Bids cannot be submitted as a consortium.
12. T.C. Mevlana Development Agency is not subject to the provisions of the State Tender Law No. 2886 and the Public Procurement Law No. 4734, therefore it is free to tender or not to tender the procurement of goods and services and construction works, to tender partially or to award it partially or completely to whomever it wishes. Bidders cannot claim any rights from the Agency due to the complete or partial cancellation of the tender.
