TENDER ANNOUNCEMENT

Mevlana Development Agency Konya and Karaman Provinces Defense Sector Capability Atlas Creation and Determination of Management and Consultancy Needs for Production of Value-Added Products Service Procurement will be carried out by Open Tender Procedure.

4- Conditions for participation in the tender and required documents, and criteria to be applied in qualification evaluation:

4.1- Tender participation conditions:

4.1.1-Only domestic bidders may participate in the tender.

4.2- Documents required for tender participation:

4.2.1- Must be a legal resident, and provide an address for notification in Turkey.

4.2.2- Certificate of Chamber of Commerce and/or Industry or Chamber of Tradesmen and Craftsmen, as per relevant legislation.

4.2.3- In case of a real person, a document showing registration to the chamber of tradesmen and craftsmen, obtained in the year of the tender date.

4.2.4- In case of a legal entity, the company's incorporation trade registry gazette, the trade registry gazette showing its latest status, and a document showing registration of the legal entity to the chamber obtained in the year of the tender date, from the chamber of commerce and/or industry where it is registered, as per relevant legislation.

4.2.5- Signature declaration or signature circular showing authorization to bid.

4.2.5.1- In case of a real person, a notarized signature declaration,

4.2.5.2- In case of a legal entity, the Trade Registry Gazette showing the latest status of the legal entity's partners, members, or founders and officials in the management of the legal entity, or if all of this information is not available in one Trade Registry Gazette, the relevant Trade Registry Gazettes or documents showing these matters and the notarized signature circulars of the legal entity.

4.2.6- The bidder's balance sheet and income statement for the last period (2021) approved by the tax office or Financial Advisor.

4.2.7- Information and documents showing the bidder's experience related to the work subject to the tender, achieved within the last five years, for a single contract, at least 70% of the bid price submitted to the Agency. (Such as Work Completion Certificate)

4.2.8- In a business partnership, the pilot partner must provide at least 70% of the requested work experience amount, and each of the other partners must provide at least 10% of the requested work experience amount. However, the total work experience amount of the other partner or partners cannot be less than 30% of the requested work experience amount.

4.2.9- Standard forms

4.2.10- Receipt showing that the 250 TL tender document fee, which must be deposited in the bank, has been paid. 

4.2.11- In a business partnership, each of the business partners must submit the said documents. If the bidder is a business partnership, the documents specified in clauses (4.2.2), (4.2.5), (4.2.6), (4.2.8), (4.2.9 including the undertaking of non-prohibition and business partnership declaration) must be provided separately by each partner.

4.2.12- In case of participation in the tender by proxy, a notarized power of attorney issued on behalf of the proxy for participation in the tender and the proxy's notarized signature declaration.

4.2.13- In transferred works, it is mandatory to submit documents showing experience related to the work subject to the tender, whose acceptance procedures have been completed within the last five years retrospectively from the announcement or invitation date, provided that at least 80% of the initial contract value has been realized in the period before or after the transfer.

5- The economically most advantageous bid will be determined based on the lowest price.

6- The tender document can be viewed at T.C. Mevlana Development Agency General Secretariat, Konevi Mah. Feritpaşa Cad. No.18 Meram / KONYA and on the Agency's internet site (www.mevka.org.tr). It is mandatory to purchase the tender document to participate in the tender.

For this, the 250 TL tender document fee must be deposited into the Agency's account with IBAN no.    TR22 0021 0000 0000 3559 4000 01 at Vakıf Katılım Bank Konya Branch and the receipt must be delivered to our Agency.

7- Bids can be submitted by hand to T.C. Mevlana Development Agency General Secretariat, Konevi Mah. Feritpaşa Cad. No.18 Meram / KONYA (location where the tender will be held) until the bid opening day and time (tender day and time) of 12/12/2022, 14:00, or can be sent by registered mail with return receipt to the same address. The Agency is not responsible for delays in mail.

8- Bidders will provide a provisional guarantee in an amount they determine, not less than **3%** of the offered price. Cash guarantees other than guarantee letters will be deposited into Mevlana Development Agency's account with **TR22 0021 0000 0000 3559 4000 01 IBAN number** at Vakıf Katılım Bank Konya Branch.

9- Bidders will submit their bids based on unit prices. As a result of the tender, a unit price contract will be signed with the successful bidder based on the total amount obtained by multiplying the quantity of each work item by the offered unit prices for the work items.

10- The validity period of the submitted bids must be at least 90 (ninety) calendar days from the tender date.

11- T.C. Mevlana Development Agency is not subject to the provisions of State Tender Law No. 2886 and Public Procurement Law No. 4734, therefore, it is free to tender or not to tender the procurement of goods and services and construction works, to tender partially, or to award partially or entirely to whomever it wishes. Bidders cannot make any claims from the Agency due to the total or partial cancellation of the tender.
